Man ‘found frozen to death’ on Ottawa street, councillor says

Ottawa paramedics say a man has died after being found on the streets of downtown Ottawa.

The man was found in cardiac arrest around 4:30 a.m. on Jan. 6, at the corner of Elgin and Cooper streets in Centretown. He was taken to hospital in critical, life-threatening condition, and died, paramedics said.

Somerset Ward Coun. Ariel Troster said on social media the man had been found “frozen to death,” but paramedics said the cause of death had not been confirmed. Ontario’s coroner’s office did not immediately return a request for comment.

“I am devastated to find out that a man was found frozen to death yesterday morning on Elgin Street. This is the exact scenario that the city has been working hard to prevent, but this failure is on all of us,” Troster posted on the social media site BlueSky.

“If you see someone sleeping rough in this terrible cold, you can call 311 to help them access shelter. Please help us ensure this tragedy doesn’t happen again,” she said.

Troster’s office declined to elaborate further, citing an ongoing police investigation.

Police said the man’s death is not considered suspicious, but “we are unable to disclose a cause of death,” adding the man’s family has been notified.

Environment Canada data says temperatures dropped to around -15 C in the early morning hours of Jan. 6, with the windchill making it feel like -20.
