Former public servant admits to awarding $230,000 in contracts to his own company

A former federal public servant has pleaded guilty to breach of trust after directing government contracts from Innovation, Science and Economic Development Canada (ISED) to his company, Access Security Logistix, according to the RCMP.

In a news release released Wednesday, the RCMP said that between February 1, 2016 and September 26, 2018, Marc Primeau “inappropriately” used his position as a public servant to direct $231,663.48 in purchases from the government department to his company.

Primeau admitted to directing 72 sole-source contracts to the company, also competing successfully for six purchase orders. He was caught after ISED’s internal accounting and record-keeping practices changed and was “dismissed from employment” in February 2019, with the matter referred to the RCMP for investigation.

“Due to his position within ISED, Mr. Primeau was the person responsible for ensuring that goods were properly received from ASL to ISED, while concealing his relationship with ASL from ISED,” the release said.

On August 29, he received a 24-month conditional sentence for the breach of trust charge.

“The RCMP is committed to acting with integrity,” said superintendent Jeremie Landry, the officer in charge of the sensitive and international investigations unit with the RCMP Central Region, in the release. “This investigation demonstrates that we are committed to keeping our nation safe, by protecting the integrity of the federal government and preventing the abuse of tax payers’ dollars.”

Other charges against Primeau have been withdrawn.
