Andy Haydon, former reeve and mayor of Nepean and later chair of the Regional Municipality of Ottawa-Carleton, has died at the age of 91.
A brief online death notice said he passed away on Monday. It added that a visitation was scheduled for both the afternoon and evening of Nov. 3 at the Hulse, Playfair & McGarry funeral home on McLeod Street in Centretown, followed by a funeral service on the afternoon of Nov. 4.

Ottawa Mayor Mark Sutcliffe posted a tribute to Haydon on the social media site X, writing that during a lifetime of public service Haydon had been “deeply passionate about our community, and his impact was enormous. He was a dedicated public servant and a visionary leader. Even after he retired, he remained very engaged on local issues. It’s very appropriate that both a beautiful park and our city council chamber are named in his honour.”
Born in Toronto, Haydon moved to Ottawa with his family when he was six. He grew up in the national capital before earning a chemical engineering degree at Queen’s University in Kingston, then worked in Cornwall before returning to the Ottawa area in 1961.
He won a seat on Nepean’s township council in 1966 and won election as reeve in 1969. He became mayor when Nepean was incorporated as a city in 1978, but soon after that was voted chair of the Regional Municipality of Ottawa-Carleton, a position he held until 1991.
Haydon attempted a return to municipal political life with campaigns for a City of Ottawa council seat in 2006 and for mayor in 2010, but was unsuccessful both times.
