Ottawa police release artist’s impression of teen who disappeared 15 years ago

It was 15 years ago Wednesday that Justin Rutter, a 14-year-old boy from Lowertown, was reported missing.

He had last been seen on the afternoon of Oct. 8, 2009, when he told his mother he was going to visit a friend. He didn’t return and his mother reported him missing Oct. 9.

In a release Wednesday, accompanied by a new artist’s conception of how Justin might look as a 29-year-old man by Ontario Provincial Police Det. Duncan Way, the Ottawa Police Service noted there had been 600 additions to the case file over the years.

There have been occasional sightings in Ottawa and the Vancouver area, but none led to much.

Investigators have for some time expressed concern that they fear Justin may have been a victim of foul play.

There have been unusual steps taken to look for details.

Several years ago, Rutter’s photo and details appeared on CIBC Visa bill envelopes as part of a program run by Child Find Ontario, a charity that helps search for missing children. Child Find also published Rutter’s photo on envelopes from Rogers Communications.

“Somebody has the information we need to bring closure to Justin’s family. They have been living with broken hearts for the past 15 years,” said Acting Insp. Rick Carey of the Ottawa police investigations directorate. “If you have information that can help the family, we want to hear from you.”
